Center for Civilian Surveillance and Safety is a Super Earth facility located on Mastia. It was constructed in order to monitor SE citizens, and check for potential mind control and genetic manipulation.

“To restore our citizens' safety, the Super Earth Government has unanimously voted to enact the Freedom & Readiness to Enable Effective Defense & Obstruction of Mind-Influence Act of 2184, or FREEDOM Act.
The FREEDOM Act will give the Ministry of Unity the tools it needs to keep our citizens safe from external and internal threats. It will create a new security force dedicated to loyalty enforcement, and empower them to find and interdict Illuminate mind-influence, dissidence, and other serious crimes.
To ensure these tools are use to maximal effect, the Act additionally authorizes construction of the Center for Citizen Surveillance & Safety on planet Mastia.

The Center for Citizen Surveillance & Safety has been completed. The FREEDOM Act is fully implemented, marking the auspicious beginning of a new era of safety and unity. Already, thousands of loyalty-challenged individuals have been identified and apprehended by the new Unity Corps. Information campaigns are enabling citizens young and old to inoculate their minds from indoctrination through daily Patriotism Reinforcement Exercises.
Inspiringly, Super Earth citizens are taking the fight into their own hands, forming Neighborhood Watch & Constitution Study groups. Millions of citizens have opted-in to install surveillance in their homes, ensuring that if they fall victim to the Illuminate mind-influence, their neighbors will be protected.
The Center of Civilian Surveillance and Safety was constructed in response to the revelation that the Illuminate were abducting Super Civilians in order to make them into Voteless. While previous reports of missing colonists didn't indicate any genetic manipulation, their use of the Voteless against SE military forces sparked great concern.
In order to combat the potential internal threat, Super Earth order the construction of the facility to monitor the SE population for any signs of alien manipulation, either in their words, actions, or genetics.
Construction
- January 8th, 2185 - The Center for Civilian Surveillance & Safety was constructed on Mastia following the completion of the Major Order.
Trivia
- The facility was also referred to as the Center for Citizen Surveillance & Security, though this was only in the Major Order text.
- The Center for Civilian Surveillance and Safety is the first non-combat GPI introduced to the game. While it doesn't provide any benefit to the Helldivers, it is an important lore-piece due to being the first of its kind related to the Illuminate threat.
- Despite the description saying the Ministry of Truth, the Ministry of Unity was noted as the ministry to establish the facility during the Major Order.
