Center for the Confinement of Dissidence
The 
Center for the Confinement of Dissidence (abbreviated CECOD) is a Super Earth containment facility located on Afoyay Bay. It's purpose is to contain and rehabilitate the dissidents of Super Earth en-masse.
Lore
Following the dissident attacks on Gaellivare, Diluvia and Alta V that spread SEAF forces thin across the galaxy and allowed the enemies of democracy to spread further, an investigation was launched by the Center for Civilian Surveillance and Safety into dissident activity. They found that dissidents were found on all planets save for Super Earth, and so began the War on Dissidence.
After war was declared on all planets under Federation control, dissident containment facilities were quickly filled and there was no place to hold the newly detained dissidents due to overcapacity.
The first step was to build the Center for the Confinement of Dissidence: A planet-sized confinement facility on Afoyay Bay where a total of 15 million dissidents could be held, rehabilitated and re-educated.
Construction
- December 3rd, 2185 - Following the War on Dissidence, Afoyay Bay became the construction site for the Center for the Confinement of Dissidence.
- December 5th, 2185 - Construction of the Center for the Confinement of Dissidence finished.
Pandora Base
Pandora Base is a top secret foundry also located on Afoyay Bay. The dissidents held in the CECOD will be sent as the workforce in Pandora Base.
Trivia
- In the aftermath of the MO, the resources that were collected to rebuild York Supreme (renamed to New York Supreme) were redirected to construct the CECOD, delaying the reconstruction efforts of one of Super Earth's Mega Cities. It is currently unclear how this will affect reconstruction progress for the other destroyed Mega Cities.
- The name "CECOD" is a reference to the Center for the Confinement of Terrorism (CECOT) in Tecoluca, El Salvador, a maximum security prison infamous for its human rights abuses.
