Super Earth is a proud Managed Democracy, although specific elements of their Government are a bit vague.

Mankind has improved upon the old concept of Democracy. Utilizing computer aided voting software, citizens are asked to answer several questions, and the outcome of their vote is decided upon by the computer. This removes the uncertainty that existed in the old systems where voters didn't understand fully what they were voting for, giving us Managed Democracy.

Democracy Officer

Super Earth's Managed Democracy is implemented via computerized voting software (referred to as the voting algorithm) across the Galactic Wide Web, a network of interlinked communication devices that transmit data using quantum communication. Citizens answer a handful of questions at a terminal, and the voting algorithm filters and matches it to specific candidates based on that outcome, reporting the result to Super Earth. This is presented by Super Earth as "removing the uncertainty in older systems" and offers true freedom, Freedom from the burden of choice.

This process is venerated by the government and citizens of Super Earth and it's propaganda, to the point where a a filled-out ballot is presented as a calming mental image.

Of course, anyone who expresses doubt in the system is branded as a dissident.

Which is why Super Earth's most patriotic minds instituted the Citizenship Classification Structure.
Thanks to the CCS, we can determine exactly which citizens are the most equal.

Super Earth makes use of the Citizenship Classification Structure, or CCS, to categorize it's citizens into different classes.

In addition to granting citizens certain privileges, specific CCS ranks are are required to participate in parts of Super Earth’s society. There are at least six class levels that Super Earth’s citizens can obtain:

Class-A

Class-A citizens are the highest known Citizen Class the people of Super Earth can obtain. It is assumed that Class-A citizens possess the most privileges out of all Super Earth citizens. During the Emergency Evacuation mission, Helldivers are tasked with saving Class-A citizens who are stranded on planets.

Class-B

Class-B citizens are the second highest known Citizen Class for the people of Super Earth. Not much is known about Class-B citizens other than that its existence is alluded to.

Class-C

Class-C citizens are one of the known class levels a citizen of Super Earth can obtain. SEAF soldiers and their families that have posted in hazardous conditions can be awarded Class-C citizenship upon completion of their assigned missions or in the event of their deaths.[1] Class-C citizens and above are given high-priority evacuation in the event a planet is about to be destroyed.[2]

Class-D

Class-D citizens are one of the lower-classed levels a citizen of Super Earth can be given. Not much is known about Class-D citizens other than the fact they are not given priority to evacuation from planets under immediate threat of destruction.

Class-E

Class-E citizens are the second-lowest known citizenship classes a citizen of Super Earth can have. Individuals who seek to become Helldivers are required to be at least Class-E or above.[3]

Class-F

Class-F citizens are the lowest known Citizen Class a Super Earth citizen can have. Little is known about Class-F citizens and their existence is only alluded to by the Helldiver Contract of Employment requiring all recruits to be Class-E and above to join.

Citizenship Score

Keep working to get your Citizen Score up. A higher Citizen Score means a better you!

Ship Broadcasts

Presumably related to the CCS is the Citizen Score. It is known that citizens with a higher Citizen Score receive prioritized weighting during elections.

The Democratic Council

The Democratic Council ensures that all elected leaders act in accordance to the values we all share.

NOTICE. The Democratic Council has decreed that all spacefaring vessels must submit to full cargo inspections biweekly (twice a week), rather than the previous biweekly (once every two weeks). To ensure compliance, the Super Store will be unavailable over the coming hours.

The Democratic Council is first mentioned in Helldivers 2. Their exact role is undefined in game, but where the ones who declared all spaceships to be inspected twice a week instead of once every two weeks.

However, according to Arrowhead's YouTube channel, the Democratic Council[4] was the group which originally presented the first and final draft of Managed Democracy, the day of which became celebrated as Liberty Day.

The Super Earth House of Representatives

"We have reason to believe the Illuminates have Weapons of Mass Destruction, capable of destroying entire planets" stated house representative Powley Colle. He continued "Every statement I make today is backed up by reliable sources".

Introduced in Helldivers 1, the Super Earth House of Representatives is understood to be part of the legislative branch of Super Earth. They are only mentioned once, during the start of the war with the Illuminate.

The Super Earth Senate

"Senator John W. Killjoy is proud to announce that Super Earth will not sit idly by; "We are on a mission. The fleet is mobilizing to prove to all of the inhabitants of Cyberstan that you cannot kill our civilians without retribution."

Introduced in Helldivers 1, the Super Earth Senate is understood to be part of the legislative branch of Super Earth. The most notable member is John W. Killjoy, a warhawk whom is often quoted in the Galactic War Opening Texts.


President of Super Earth

PRESIDENTIAL DECREE. The President of Super Earth has officially recognized this day as Malevelon Creek Memorial Day. Every year on this day, Super Earth citizens will unite for a full 3 minutes of their lunch break in solemn remembrance of those who gave their lives to free Malevelon Creek. In addition, all Helldivers have been issued a special commemorative cape, so they may carry the memory of their fallen companions into battle.

First appearing in Helldivers 2, The President of Super Earth is an elected official believed to helm Super Earth's government as a whole.

Notably, they where quoted declaring war during the first ever Strohmann News broadcast and declaring Malevelon Creek Memorial Day.

On May 29th, 2185, during the Illuminate invasion of Super Earth. The then President of Super Earth was killed by Illuminate forces in their Presidential Security Bunker after a shootout. Following their death, Presidential authority was transferred to the Minister of Defense. After the end of the Battle of Super Earth, a new President was swiftly elected and sworn in after a managed election.

Hanna S.C is a noted former president of Super Earth.

The Ministries

The Super Earth Ministries are various named departments in charge of specific areas of management for Super Earth.


  • The Ministry of Truth is responsible for keeping all citizens well-informed and mentally equipped to withstand our enemies' vile propaganda.
  • The Ministry of Defense is responsible for the defense of Liberty against all enemies, human and non-human, realized and potential.
  • The Ministry of Unity ensures that all of mankind is united as one by protecting us from internal threats, such as deviant behavior and expression of dangerous ideas.
  • The Ministry of Expansion tirelessly works to expand the reach of Freedom and secures vital resources for our society to thrive.
  • The Ministry of Science is responsible for continuous scientific progress, augmenting our moral superiority over our enemies with technological superiority.
  • The Ministry of Prosperity manages Super Earth's economy and ensures a steady flow of resources to the most deserving
  • The Ministry of Humanity maintains healthy, productive voters by managing education, healthcare, social grading, and gene management.

Colonial Overseers are responsible for managing Super Earth's colonies. They are a part of the Ministry of Expansion.
