The Voteless are former loyal citizens of Super Earth, warped by Illuminate experimentation into mindless soldiers for their despotic regime. They have been stripped of something even deeper than their humanity: their capacity to participate in the Democratic process.

The Voteless is an enemy created by the Illuminate, forming hordes to overwhelm Helldivers in close range.

Spawning

Voteless are the most prevalent Illuminate unit, and are present in virtually every settlement, patrol, and enemy reinforcement. They additionally emerge frequently from parked Warp Ships.

Behavior

Voteless attack by running towards Helldivers, attacking with a swipe of their claws when within melee range. Voteless are able to lunge a short distance towards targets that are slightly out of reach of their default attacking range.

Tactical Information

  • The Voteless individually pose little threat, only able to attack at arm's length and weakly at that. Their real purpose is to overwhelm Helldivers with sheer numbers and speed in order to soak up fire for the more dangerous Illuminate enemies.
  • Voteless are slightly more resilient than other chaff units like Scavengers and Troopers.
  • Weapons with a high volume of fire or large area of effect are well-suited for cutting down Voteless hordes.
  • Gas effects are particularly effective against massive hordes of Voteless due to their confusion effects. The poisonous Gas-damage itself will also neutralise a Voteless within 4 to 7-seconds depending on their size.
  • Setting a Voteless on fire is sufficient to kill them outright even without other sources of damage, but does not confuse them.
    • Beam weapons such as the LAS-5 Scythe and incendiary shotguns like the SG-451 Cookout are notable for being able to set Voteless ablaze at ranges farther than they can run before burning down.
  • The A/ARC-3 Tesla Tower and A/FLAM-40 Flame Sentry are effective against hordes of Voteless because of their area of effect capabilities.
  • Some Voteless may continue to crawl and attack after losing their legs.
    • If they survive losing a leg, Voteless will collapse to the ground and then spend a couple of seconds examining their legs before they resume their advance at a reduced speed.
    • The majority of fully-automatic weapons can destroy a Voteless' leg in a single shot. Going prone at a safe distance and spraying towards a crowd of Voteless' legs can significantly reduce their mobility en masse. This tactic is most effective on level ground.
  • Voteless' heads are a weakpoint that can be targeted in order to terminate them in a much quicker fashion.
    • The Voteless' weak heads make AX/AR-23 "Guard Dog" an effective choice against them as the drone has precise accuracy. Since it is automated, the drone will also allow you to focus on more dangerous Illuminate threats.

Anatomy

Voteless appear to be alien mutated forms of Super Earth citizens that have undergone severe Illuminate bio-modification and brainwashing, resulting in glowing solid blue eyes, a gray fleshy exterior, long arms ending in four tentacles akin to digits, and an organ/device resembling a breathing apparatus covering their mouth.

Trivia

  • Upon death, blue particles and smoke seem to seep out of the Voteless, with their eyes being drained of their blue shine.
  • Death by Arc damage, or single, precise hits to their head may result in the Voteless showing strange behavior before dying:
    • Their body stiffening straight and performing a rough Super Earth salute.
    • Looking around in a confused or clueless manner.
    • Frantic, fearful glances in different directions before kneeling down and perishing.
    • Catching a final glimpse of their unsightly form by looking at their now disfigured arms.
      • The aforementioned behaviors do not occur in crawling Voteless.
      • If a leg-shot is damaging enough to kill a Voteless instead of sending them into their crawling state, the Voteless may gesture incredulously at their injured leg before losing their balance and dying.
