The in-game description is partially misleading. The actual effects of the Extreme Cold condition are as follows:

Rate of fire is reduced by about 10%.
Heat-based weapons don't build heat slower, but instead lose it faster. For instance, the LAS-98 Laser Cannon's heat sink normally takes 15 seconds to completely cool off. Extreme Cold makes it take 33% less time (10 seconds). The same percentage change is applied to all heat-based weapons' cool-off duration.
